Department of Agriculture Launches Probe into Alleged 'Ghost' Farm-to-Market Project in Albay
The Department of Agriculture (DA) has initiated a thorough investigation into a farm-to-market road (FMR) project located in Barangay Lower Binogsacan, Guinobatan, Albay. This inquiry stems from allegations that the project may be a 'ghost project,' meaning it was not implemented at the approved site as originally planned.
Timeline Discrepancies Raise Red Flags
According to Agriculture Secretary Francisco Tiu Laurel Jr., the project's location was relocated in April 2021 following a request from the former district representative. However, a road marker labeled "2019 FMR" has been discovered at the site, casting serious doubts on the project's timeline and legitimacy. This discrepancy has prompted the DA to scrutinize the documentation and funding associated with the initiative.
Overpriced Road Project Uncovered in Camarines Sur
In a related development, the DA has identified another concerning FMR project in Camarines Sur. This project, which includes a 74.3-meter lane and a 32-meter two-lane section, was found to be overpriced, with costs soaring to P14.6 million. The DA suspects potential irregularities in both the implementation and reporting processes of these projects, which were intended to support local farmers.
Comprehensive Investigation Underway
The Department of Agriculture is currently conducting a deeper investigation to address these issues. Key aspects of the probe include:
- Document Review: Examining all project documents to verify compliance and accuracy.
- Funds Audit: Scrutinizing the allocation and utilization of project funds.
- Agency Coordination: Collaborating with relevant agencies to determine accountability.
This comprehensive approach aims to identify those responsible and implement measures to prevent similar anomalies in the future, ensuring that agricultural infrastructure projects genuinely benefit the farming community.
