Addressing Operational Gaps in the CBRT System

Mayor Archival emphasized that the CBRT system is currently in its testing phase, with only 17 buses actively servicing routes. This limited fleet has resulted in passenger wait times stretching from 10 minutes to a full hour, causing significant inconvenience and frustration among daily travelers. Many drivers and residents have raised concerns over the underutilization of dedicated BRT lanes, arguing that empty lanes exacerbate traffic congestion and increase fuel consumption for vehicles stuck in gridlock.

Following discussions with the Department of Transportation (DOTr), a consensus was reached to implement this temporary solution while the full CBRT infrastructure remains incomplete. Under the new arrangement, public utility jeepneys (PUJs) are now directed to use the inner lanes, including portions of the CBRT corridor, but with strict regulations in place to maintain order.

Strict Guidelines and Enforcement Measures

To ensure smooth operations, jeepneys are only permitted to pick up and drop off passengers at designated stops along the BRT lanes. The Cebu City Traffic Office (CCTO) has explicitly banned boarding and alighting at roadside or informal stops, aiming to instill proper discipline among commuters and drivers alike. CCTO head Raquel Arce clarified that taxis will continue to be prohibited from using the BRT lanes to avoid disrupting mass public transport services.

Implementation of these new rules began on Wednesday, March 18, 2026, as confirmed by Arce during a Facebook Live session. She detailed that PUJs must no longer use the side lanes and must adhere strictly to the updated traffic scheme. In her social media caption, Arce expressed gratitude, stating, "MPUJ and TPUJ can now pass through the BRT Lane as approved by the DOTR Head office. Future Prospects and Public Patience

Despite these adjustments, Mayor Archival acknowledged that the CBRT cannot yet be considered a true rapid transit system due to ongoing infrastructure delays. Packages 2, 3, and 4 of the project remain unfinished, contributing to the current limitations. The local government has appealed for increased patience from the public as the system undergoes refinement for a more organized urban transportation network. This temporary measure highlights the city's adaptive approach to mitigating immediate transit woes while awaiting full BRT completion.
