Cebu BRT Partial Operations Set for March 13 Launch, Free Ride Decision Pending

Commuters in Cebu City face uncertainty regarding free rides as the Cebu Bus Rapid Transit (CBRT) system prepares to launch partial operations on March 13, 2026. Cebu City Mayor Nestor Archival confirmed the operational start time of approximately 10 a.m. on Friday, but clarified that details about complimentary transportation remain unresolved.

Operational Details and Traffic Adjustments

The Department of Transportation (DOTr) is implementing the rollout in coordination with the Cebu City Government, Land Transportation Franchising and Regulatory Board in Central Visayas (LTFRB 7), and Land Transportation Office in Central Visayas (LTO 7). This marks the gradual introduction of the long-delayed mass transit system that has faced multiple postponements.

To facilitate operations, median lanes along portions of Natalio Bacalso Avenue—from the Cebu South Bus Terminal to Osmeña Boulevard—and along Osmeña Boulevard up to Fuente Osmeña Circle will remain closed to general traffic. These dedicated lanes will accommodate CBRT buses exclusively.

Motorists have been advised to observe proper lane designations and follow traffic signs and personnel as adjustments to traffic flow are implemented throughout the initial operational phase.

Initial Route and Bus Deployment

Cebu City Councilor Winston Pepito, chairman of the City Council Committee on Transportation, explained that the rollout will finally allow utilization of the completed Package 1 corridor. Buses will operate from Il Corso to Cebu IT Park, though portions will run under mixed traffic since dedicated lanes are only available within the completed Package 1 segment.

"While this allows the system to begin operations, commuters may not yet fully experience the intended efficiency of a BRT system," Pepito noted, referring to the ideal operation without traffic interference.

Initially, 17 buses are expected to operate, though 30 units have been approved for the system. Regular operations are anticipated to begin earlier the following day, possibly at 6 a.m., once transport authorities finalize the operational schedule.

Free Ride Program Uncertainty

The potential free ride program under the Department of Transportation's "Libreng Sakay" initiative remains undecided. Mayor Archival expressed personal support for offering free rides to help commuters experience the new transport system but noted the program might only be implemented for a limited number of days.

"If it's free, that means there will be no fare collected, but the bus suppliers will still shoulder fuel expenses," Archival clarified during an interview on Thursday, March 12.

Project Background and Future Outlook

The CBRT project has experienced several years of delays, with multiple timelines for completion repeatedly pushed back. The DOTr reported that Package 1 has reached approximately 97 percent completion, with remaining tasks involving punch-listing activities, final inspections, and minor adjustments to ensure operational and safety standards.

The first operational stretch runs from the Cebu South Bus Terminal to Fuente Osmeña Circle, featuring:

  • Dedicated median bus lanes
  • Designated stations for passenger boarding and alighting
  • Modern buses intended to provide faster, organized public transportation

Transport officials project that once fully operational, the CBRT could accommodate up to 34,000 passengers daily, offering a more efficient alternative to conventional public transportation and helping ease congestion in key city areas.

Funding Challenges and Implementation

The prolonged delays have affected the project's funding structure. The World Bank, a major financial partner, withdrew funding support for Packages 2 and 3 after concerns about the project's progress pace. Consequently, the national government is exploring alternative funding arrangements, including potential public-private partnership (PPP) schemes to support completion of remaining components.

Despite these challenges, transport authorities maintain that the initial portion will proceed as planned. Officials confirmed there will be no ceremonial launch or formal program—buses will simply begin running once the system activates on March 13.

The CBRT represents a significant infrastructure development for Cebu City, aiming to transform public transportation along one of the region's busiest road networks while addressing long-standing traffic congestion issues.
