Cebu City Council Approves New SRP Pedestrian Overpass with Enhanced Safety Features
The Cebu City Council's infrastructure committee has officially approved the construction of a new pedestrian overpass at the South Road Properties (SRP). This significant infrastructure project is designed to dramatically improve safety for residents and visitors crossing the busy Cebu South Coastal Road (CSCR).
Safety and Design Requirements for Long-Term Use
While the committee has given its full support to the project, it has mandated specific modifications to ensure the overpass remains functional and safe for decades to come. A key requirement is an increase in the bridge's height.
Originally planned at 5.6 meters, the committee now insists on a minimum height of 6 meters. This additional clearance is crucial to accommodate future road repaving or elevation changes, allowing tall trucks and vehicles to pass underneath without obstruction.
Built for Inclusive Accessibility
The overpass is not merely a basic crossing structure. To guarantee accessibility for all community members, the committee has required several essential features:
- Elevators: These will be installed to assist senior citizens, people with disabilities (PWDs), and other vulnerable individuals in crossing safely and comfortably.
- Safety Signs: Advance warning signs and safety devices will be implemented to alert drivers and prevent accidents.
- Maintenance Plan: A detailed plan must outline responsibilities for the ongoing cleaning and upkeep of the overpass to ensure its longevity.
A Collaborative Public-Private Effort
This project represents a successful partnership between government and private entities. The Department of Public Works and Highways (DPWH) will oversee the construction phase.
To provide sufficient space for the bridge, Robinsons Land Corporation has generously agreed to allocate 143 square meters of its property for government use. In return, the City will contribute approximately 237 square meters of public land to support the project.
Next Steps and Community Impact
The project has already received approval from the SRP Governing Board and is viewed as a vital component of Cebu City's long-term development strategy. Upon completion, the DPWH will transfer ownership and operational duties to Cebu City for daily management and maintenance.
Infrastructure Committee Chair Edgardo Labella II emphasized the community benefits, stating, "The proposed pedestrian overpass will significantly enhance the safety and accessibility for residents and visitors."
Before construction can commence, the final engineering designs must be signed by Mayor Nestor Archival and formally approved by the City Council. This step ensures all specifications meet the required standards for a safe and durable structure.
