The Cebu Provincial Government has standardized the truck ban schedule across Metro Cebu to streamline traffic and logistics flow. Despite this, penalties for violators remain inconsistent as they depend on each local government's ordinances.
Executive Order No. 28
Governor Pamela Baricuatro signed Executive Order No. 28 on Tuesday, May 12, 2026, which harmonizes the schedule for heavy trucks and vehicles weighing over 4,500 kg gross vehicle weight. These vehicles are prohibited from traveling on national highways and provincial roads from 6:00 AM to 8:00 AM and from 5:00 PM to 7:00 PM.
Reasons for the Order
The EO cites that increasing vehicular congestion, particularly involving heavy trucks and cargo vehicles, has resulted in traffic gridlocks, increased road accidents, delays in emergency response, and economic inefficiencies in the province of Cebu.
Unified Schedule Agreement
According to the EO, a meeting was held on April 30 where the majority of traffic managers in Metro Cebu, representing their respective mayors, agreed to adopt a unified truck ban schedule across the province. The ban will not be enforced on Sundays or on official national and local holidays.
Covered Vehicles
The EO specifies that heavy trucks include vehicles exceeding 4,500 kg in weight, such as cargo trucks, dump trucks, trailer trucks, and container vans.
