DPWH Orders Fast-Tracked Rehabilitation of Metro Cebu Expressway Segment 3A
Department of Public Works and Highways (DPWH) Secretary Vince Dizon has issued a directive to expedite rehabilitation works on the landslide-affected Segment 3A of the Metro Cebu Expressway (MCE) in Cebu. This urgent action follows the discovery of underground cavities in the City of Naga area, which experts warn could trigger further ground failure and compromise structural integrity.
Geotechnical Findings Reveal Subterranean Voids
During a comprehensive site inspection on Wednesday, January 28, 2026, DPWH geotechnical consultant Applegen Joyo confirmed the presence of significant subterranean voids directly beneath the section that collapsed in October 2023. "So, meron palang cavities dito sa ilalim sir, the one that failed here," Joyo stated, pointing to the landslide-affected zone. These cavities pose a critical risk to stability, necessitating immediate intervention to prevent additional collapses.
Specialized Jet Grouting Technology to Stabilize Ground
To address the instability, the DPWH will implement "jet grouting," a specialized engineering technology that involves injecting aggregates into the soil to fill cavities and reinforce the ground. Secretary Dizon emphasized that this process is essential for ensuring the soil does not shift or collapse again, thereby safeguarding the long-term durability of the expressway. "They have to double their capacity to jet grout kasi very specialized yung technology na ginagamit dito. In fact, I was told that there are very few groups in the country that have the technology," Dizon remarked during a media interview in Cebu.
Accelerated Timeline with Additional Equipment Deployment
Currently, the project contractor, QM Builders, has one jet grouting unit operational on-site. However, Dizon has ordered the deployment of additional equipment to accelerate the rehabilitation timeline. This move aims to enhance efficiency and reduce delays, as the 4.55-kilometer Segment 3A has been stalled for years despite its relatively short distance within the broader 56.94-kilometer MCE project, which is designed to link Naga and Danao City.
