Lapu-Lapu City Lone District Representative Junard "Ahong" Chan has issued a critical appeal to ensure complete funding for a coastal road project before advancing with the construction of a fourth bridge, aiming to avert severe traffic gridlock in the area.
Urgent Call to Action
In a statement to SunStar Cebu on March 16, 2026, Chan revealed that this request has been formally submitted to the Department of Public Works and Highways (DPWH) and the Japan International Cooperation Agency (Jica). He emphasized that the road must be fully prepared and operational prior to the bridge's completion to avoid exacerbating existing traffic issues.
Strategic Infrastructure Planning
Chan explained that the Lapu-Lapu City government is determined to prevent traffic from worsening, especially since the planned coastal road route is situated near the current Mactan-Mandaue Second Bridge. The city has previously urged project proponents to avoid using the existing circumferential road and instead construct a dedicated coastal road to streamline traffic flow.
Based on initial estimates presented by city officials, this coastal road project is projected to require approximately P10 billion in funding. Chan noted that while preliminary work has commenced in Barangay Ibo, the current allocated funds are insufficient to cover the entire stretch of the road extending to Pajo.
Traffic Concerns and Warnings
Chan issued a stark warning, stating that without an alternative route, traffic from the new bridge could converge near the second bridge, leading to significant vehicle congestion, particularly in the Ibo area. This region already experiences heavy traffic due to the Mactan Economic Zone 1, which employs around 65,000 workers, adding to daily commuter volumes.
