Pampanga Greenlights Major Infrastructure Development and Flood Control Initiatives
The Department of Public Works and Highways (DPWH) and local government units across Pampanga province have solidified a collaborative agreement to enhance infrastructure development and ensure continuous delivery of quality services for Kapampangan residents. This significant accord emerged during the 1st Semester Meeting of the Provincial Development Council (PDC), which convened on Thursday, March 26, 2026.
Key Meeting Led by Governor Lilia Pineda
Pampanga Governor and PDC Chairperson Lilia Pineda presided over the crucial gathering, with Vice Governor Dennis Pineda, numerous local officials, and representatives from various government agencies in attendance. The meeting focused extensively on development programs for the province and improving coordination between Local Chief Executives and DPWH to guarantee effective implementation of infrastructure projects.
Approved Resolutions and Major Projects
The council approved several important resolutions that will shape Pampanga's development trajectory:
- PDC Resolution No. 01, s. 2026 – Endorsing the proposed Programs, Projects, and Activities (PPAs) of DPWH Region III for Fiscal Year 2027, with a substantial budget allocation of ₱11.3 billion, to the Central Luzon Regional Development Council (RDC III).
- PDC Resolution No. 02, s. 2026 – Endorsing the IDRR-CCA Flood Control Projects Phase II specifically designed for low-lying areas throughout Pampanga to address persistent flooding concerns.
- PDC Resolution No. 03, s. 2026 – Endorsing the innovative Converge Tech City Project to RDC III, marking a significant step toward technological advancement in the region.
- PDC Resolution No. 04, s. 2026 – Approving the Supplemental Annual Investment Program (AIP) for Fiscal Year 2026 and endorsing it to the Sangguniang Panlalawigan for further legislative action.
- PDC Resolution No. 05, s. 2026 – Amending specific provisions of PDC Resolution No. 08, s. 2025, concerning the operational functions and responsibilities of the Executive Committee to improve governance efficiency.
These resolutions collectively represent a comprehensive approach to infrastructure development, combining traditional public works with modern technological initiatives and crucial flood mitigation measures. The ₱11.3 billion allocation for DPWH projects in 2027 underscores the substantial investment being made in Pampanga's physical infrastructure, while the flood control projects address urgent environmental challenges facing vulnerable communities.
