This includes prohibitions on costly attire, elaborate programs, and any form of financial contributions from students or parents. The agency emphasizes that these ceremonies should focus on meaningful yet simple celebrations, ensuring that the milestone remains accessible to all learners regardless of their economic background.
Education Secretary Sonny Angara highlighted that this directive aligns with President Ferdinand "Bongbong" Marcos Jr.'s call to reduce financial burdens on families grappling with higher transportation and commodity costs. "We must ensure that this milestone remains a celebration of achievement rather than a financial ordeal for our parents," Angara stated, underscoring the priority of learner welfare over extravagant expenses.

The memorandum outlines several critical measures to enforce cost-effective ceremonies:

- Funding Source: For public schools, expenses related to these ceremonies will be charged to their Maintenance and Other Operating Expenses (MOOE) funds, preventing additional financial strain on families.

This year's graduation theme, "Filipino Graduates: Prepared to Lead with Competence and Character," reflects DepEd's goal of producing learners who are academically equipped and committed to community service.
