The implementation of the Ecological Solid Waste Management Act of 2000, known as RA 9003, remains critically deficient at the Local Government Unit (LGU) level, a full 26 years after its passage as law. Despite all LGUs in Cebu having complied by creating 10-year Solid Waste Management Plans approved in January 2001, enforcement has been severely lacking. This failure is starkly evident in the recurring garbage problems and the devastating trash slide at the Binaliw landfill on January 8, 2026, which claimed 36 lives.

Forum Addresses Cebu's Waste Dilemma

These pressing issues were discussed at the forum titled "Cebu's Waste Dilemma and Potential Solution-Interventions" on March 19, held at a hotel in Cebu City. The event was attended by representatives from the tri-cities of Cebu, Mandaue, and Lapu-Lapu, along with other municipalities across the province. Former DENR Secretary Elisea Gozun expressed deep concern over the LGUs' proficiency in planning but failure in execution.

Gozun's Critique of LGU Inaction

"What's difficult for us is this—I'm sorry to admit it—we're very good at making plans, but having plans does not really mean anything. I'm sorry," stated Gozun. She emphasized that public pressure or encouragement is necessary to compel leaders into action. Gozun also noted that the Covid-19 pandemic exacerbated the situation due to increased plastic usage and the discontinuation of waste programs that have not been reinstated to date.
