EMB-Davao and DENR-PENRO Forge Agreement for Advanced Air Quality Monitoring in Digos City

The Environmental Management Bureau-Davao Region (EMB-Davao) and the Department of Environment and Natural Resources-Provincial Environment and Natural Resources Office (DENR-PENRO) in Davao del Sur have officially signed a memorandum of agreement (MOA) to establish a Continuous Ambient Air Quality Monitoring Station (CAAMS). This strategic initiative is designed to bolster environmental oversight and safeguard public health through cutting-edge technology.

Strengthening Airshed Designation and Monitoring Efforts

The installation of the CAAMS aligns with the proposed designation of Digos City as an airshed, a move aimed at enhancing the systematic tracking of air quality metrics. According to EMB-Davao, the station will provide 24/7 real-time monitoring of critical pollutants such as PM2.5 and PM10, alongside meteorological data. This continuous data stream is expected to support science-based policymaking, ensure regulatory compliance, and elevate public awareness regarding air quality issues.

Key Signatories and Collaborative Framework

The MOA was formally executed by Penro Chamberlaine J. Babiera and DENR-EMB-Davao Regional Director EnP. Alnulfo M. Alvarez. Witnessing the signing were OIC-Cenro Hilda F. Ludia and Chief of the Ambient Monitoring and Technical Services Section Engr. Liza Mae C. Villora. Notably, the equipment for the CAAMS will be generously donated by Therma South Inc., highlighting a robust partnership between government entities and the private sector.

EMB-Davao emphasized that this project exemplifies strong collaboration among various stakeholders, including local government units, in advancing clean air initiatives, data-driven governance, and sustainable development goals for Digos City.

Expansion of Davao Region's Air Quality Network

Currently, the Davao Region's air quality monitoring network comprises seven stations located in key districts:

  • Buhangin
  • Agdao Poblacion
  • Calinan
  • Bunawan
  • Talomo
  • Toril
  • Apokon in Tagum City

In 2024, through the Adopt-an-Ambient Air Quality Monitoring Program, two additional real-time automatic stations were integrated into the network. These enhancements have enabled the collection of comprehensive data, aiding in the identification and understanding of air quality challenges across specific areas within the region.

Mandate for Public Health and Environmental Safety

The EMB is mandated to provide the public with up-to-date air quality information to protect individuals from the adverse effects of air pollutants. This includes issuing cautionary statements during periods of elevated pollution levels to minimize acute and chronic health impacts, particularly among sensitive populations. The new CAAMS in Digos City is a pivotal step in fulfilling this responsibility, ensuring that residents have access to reliable data for informed decision-making and health protection.
