Provincial health authorities in Cebu have initiated a comprehensive investigation following the discovery of illegally dumped medical waste along a roadside in Barangay Cogon, Bogo City, located in northern Cebu. The incident, which occurred on Saturday, April 11, 2026, has sparked significant concerns regarding public health and environmental safety.

Discovery and Immediate Response

During a routine road-clearing activity, barangay personnel uncovered used syringes and various clinical materials, prompting immediate alarm among local residents and officials. Barangay Captain Allain Ree Florita Torion emphasized the severe health risks associated with such improper disposal, stating firmly that the barangay should not be treated as a dumping ground. In response, the waste was swiftly cleared on the same day, as advised by the Bogo City Health Office, to mitigate potential hazards.

Investigation and Contractual Context

In an interview, Cebu Province Health Consultant Elisse Nicole Catalan confirmed that the Provincial Capitol is actively investigating the matter. She clarified that medical waste from Province-run hospitals is managed by a third-party contractor, Cleanaway Philippines, under a one-year contract for 2026. This outsourcing followed issues highlighted in the Commission on Audit (COA) 2024 report, which cited lapses in healthcare waste management, including improper segregation, inadequate storage, lack of protective equipment, and delayed collection. The previous contractor had failed to complete required collections, leading to a rebidding process that awarded the contract to Cleanaway.

Challenges and Future Measures

Authorities have yet to identify those responsible for the illegal dumping, with investigations hampered by non-functional CCTV cameras in the area. Catalan also mentioned that the Province is exploring alternative methods for managing medical waste, such as thermal decomposition, to enhance safety and efficiency. This incident underscores ongoing challenges in waste management systems and the critical need for stricter enforcement and community awareness to prevent similar occurrences in the future.
