These projects are slated for the fiscal year 2027 under the Central Cebu River Basin Master Plan, as discussed during a joint harmonization meeting between the Department of Environment and Natural Resources (DENR) 7 and the Department of Public Works and Highways (DPWH) 7, held in Tagbilaran City, Bohol.
Coordinating Infrastructure with Environmental Protection
The primary objective of this meeting was to align infrastructure developments with environmental regulations, ensuring that the proposed dams do not encroach upon protected areas or timberlands. According to a press release issued by DENR 7, this harmonization effort aims to prevent violations of environmental laws while advancing critical projects.
Key Agreements and Priorities
Both agencies have agreed to conduct joint inspections and maintain close collaboration regarding permits and technical requirements. DPWH 7 emphasized prioritizing the Metro Cebu Expressway Project, while DENR 7 and the Environmental Management Bureau 7 committed to expediting the issuance of environmental clearances, providing training and capacity-building activities, and supporting the permit processing.
This meeting marked the first full-scale coordination between DENR 7, including its line bureaus, and the district offices of DPWH 7. Attendees included DENR 7 Executive Director Laudemir Salac, DPWH 7 Director Simon Arias, along with assistant regional directors, district engineers, and division chiefs from both agencies.
