The National Bureau of Investigation Central Visayas (NBI 7) has formally submitted three alleged "ghost" flood control projects to its central office in Manila for comprehensive evaluation and consideration of potential legal action. In a phone interview with SunStar Cebu on Wednesday, February 18, 2026, NBI 7 Director Jose Ermie Monsanto confirmed that three cases have been elevated from the NBI-Cebu District Office (Cebdo). These cases are currently under review in Manila to determine if legal responsibility exists and whether criminal charges should be filed.
"As far as the NBI-Cebdo or [Central Visayas Regional Office] is concerned, we have gathered sufficient evidence, but the final evaluation rests with the Central Office," stated Director Monsanto. He emphasized that the investigation into these questionable projects began in December 2025 and January 2026, with findings forwarded to Manila on February 13.
Project Verification and Ocular Inspections
According to the NBI's investigation, these specific flood control projects were never actually implemented. The agency has conducted ocular inspections at the sites, though the exact locations within Cebu province have not been publicly disclosed. Director Monsanto clarified that even with cases already submitted, the investigation continues. "It does not mean we will stop our investigation.
