LTO-NIR Intensifies Campaign Against Illegal Transaction Fixing in Negros Island

The Land Transportation Office-Negros Island Region (LTO-NIR) has significantly escalated its efforts to eradicate illegal "fixing" practices across Negros Island. This decisive move follows the termination of several job order personnel after a series of separate incidents that revealed the unlawful manipulation of official transactions.

Zero-Corruption Policy Enforcement

Jeck Conlu, the LTO-NIR officer-in-charge, emphasized in a recent statement that the agency is unwavering in its commitment to eliminating corruption. Appropriate sanctions will be imposed on any personnel found involved in such illegal activities, aligning with the "zero corruption" policy championed by LTO Chief Assistant Secretary Markus Lacanilao. Conlu stressed that these corrupt practices will not be tolerated under any circumstances.

Public Advisory and Safety Measures

In light of these developments, the LTO-NIR has issued a strong reminder to the public. All transactions should be conducted only with authorized personnel or directly at official LTO offices to guarantee safe, legal, and legitimate processes. This advisory aims to protect citizens from fraudulent schemes and ensure the integrity of government services.

Operational Adjustments Amid Global Challenges

Simultaneously, the LTO has implemented a revised work arrangement as part of broader government energy conservation measures, responding to rising global oil prices. Under Memorandum Circular MVL-2026-4999:

  • All frontline services, including driver's licensing, motor vehicle registration, and adjudication, will remain fully operational from Monday to Friday without disruption.
  • For non-client-facing units, a four-day onsite work schedule (Monday to Thursday) and work-from-home every Friday will be enforced to optimize energy usage.

This dual approach underscores the agency's dedication to both combating corruption and adapting to economic pressures, ensuring efficient and transparent public service delivery in the Negros Island Region.
