Suspect Surrenders Following Viral Incident
Hutch Enad Manugas, a 43-year-old HVAC helper from Barangay Sangat, presented himself at the San Fernando Municipal Police Station at 8:10 in the evening on Friday, December 26, 2025. His surrender came after a cellphone recording of the confrontation gained significant online traction.
Details of the Assault Emerge
Police investigation, spearheaded by Major Michael Gingoyon, determined that the victim, 30-year-old habal-habal driver Mark Louie Ersan Reyes of Greenhills, San Fernando, was traveling with his family to settle a debt. The altercation began when Manugas obstructed Reyes's path in Barangay Sangat.
Manugas then proceeded to punch Reyes. Witnesses at the scene attempted to intervene and stop the attack, but the suspect continued. The viral footage clearly shows that Reyes did not fight back or retaliate during the assault.
During questioning, Manugas stated that his anger stemmed from an unpaid loan he had extended to the victim, which was the catalyst for the violent outburst.
