Cebu City has taken a significant leap forward in enhancing public accessibility with the official opening of its 24/7 Government Service Hub. The ceremonial groundbreaking and blessing event was held on Saturday, March 28, 2026, at the second floor of the Cebu Exchange Tower on Salinas Drive in Barangay Lahug.
Leadership and Vision
Mayor Nestor Archival and Vice Mayor Tomas Osmeña spearheaded this groundbreaking initiative, which aims to provide round-the-clock government services for all residents of Cebu City. This move marks a major stride toward more accessible and responsive local governance, ensuring that essential services are available at any time.
Targeting the Night Economy
The hub is specifically designed to cater to night-shift employees in the business process outsourcing (BPO) sector, a key driver of the local economy. However, it remains open to all residents, allowing anyone who needs government services outside the traditional 8 a.m. to 5 p.m. schedule to complete transactions without disrupting their work or rest.
Celebrating BPO Contributions
The launch coincided with the City's BPO Day celebration, highlighting Cebu City's recognition as the BPO Capital of the South. This event honored the invaluable contributions of information technology and business process management (IT-BPM) professionals, whose work often falls outside standard office hours.

Addressing a Critical Gap
Branded locally as the Mayor of the Night service center, the hub was created to address a significant gap in government access for night-shift workers. The BPO industry employs hundreds of thousands of workers in Cebu City, and these individuals often struggle to secure essential documents and complete government transactions under the conventional schedule.
Legal and Logistical Framework
To formalize this initiative, Mayor Archival issued Executive Order (EO) 27, Series of 2025. This EO established a one-stop 24/7 government services hub that brings together city and national agencies in a single facility. In February, the City Council authorized a multi-year lease worth P5.1 million for space in the Cebu Exchange Tower, located near the Cebu IT Park, which houses a high concentration of BPO companies.

The ceremony was attended by key figures such as Cebu IT-BPM Organization (Cib.O) president Aseem Roy, Cibo executive director Buddy Villasis, and Councilors Winston Pepito, Jose Abellanosa, and Nice Archival. They expressed strong support for the hub and its mission to improve service efficiency for residents working in the city's night economy.
