The Province of Cebu is set to utilize approximately P518.21 million in idle disaster funds accumulated over the past five years for comprehensive rehabilitation and disaster preparedness initiatives. This strategic move aims to strengthen the province's capabilities in preparation, response, and recovery from various calamities.
Allocation of Funds for Critical Projects
The planned expenditures from the Local Disaster Risk Reduction and Management Fund (LDRRMF) will cover a wide range of essential items and programs. Key allocations include the procurement of rescue equipment and tools, conducting specialized training sessions, acquiring sea ambulances, mobile kitchens, and emergency vehicles. Additionally, funds will be directed towards providing relief goods, supplies, and temporary shelters for affected communities.
Endorsement and Approval Process
On March 26, 2026, the Provincial Development Council (PDC) Executive Committee, chaired by Governor Pamela Baricuatro, endorsed a proposed investment plan for the unused LDRRMF to the Provincial Board for final approval. The total amount of P518,209,481.14 is derived from disaster funds that have been set aside under the province's DRRMF over the previous five years.
Focus on Disaster Risk Reduction and Recovery
The suggested expenditures encompass programs dedicated to disaster prevention and mitigation of calamity impacts. Emphasis is placed on preparedness, response, and early recovery and rehabilitation of areas hit by disasters. A portion of the funds is also earmarked for agricultural recovery and the repair of roads, bridges, buildings, and other infrastructure damaged by the earthquake on September 30, 2025, and Typhoon Tino on November 4, 2025.
Final Steps and Operational Guidelines
This plan, recommended by the Provincial Disaster Risk Reduction and Management Council (PDRRMC), still requires final authorization from the Provincial Board. During the meeting, the PDC Execom reminded the PDRRMO to ensure the pre-positioning of aid and equipment before the arrival of typhoons and other predictable disasters to expedite response efforts.
