Senator Paolo Benigno "Bam" Aquino IV has called for the declaration of a state of national emergency to assist Filipinos grappling with the relentless surge in fuel prices. In a statement issued on Monday, he emphasized that many families are experiencing hardship at an "emergency level" due to escalating costs of gasoline and diesel, necessitating immediate government intervention.
Proposed Measures Under Emergency Declaration
Under such a declaration, the government could implement a price ceiling on essential goods and distribute aid to impacted sectors, including transportation and Micro, Small, and Medium Enterprises (MSMEs). Aquino stressed the importance of ensuring that benefits from Senate proposals, such as granting the President authority to reduce or suspend fuel excise taxes, reach the public effectively.
Global and Legislative Context
Meanwhile, global oil prices continue to climb, driven by tensions in the Middle East, with crude oil reportedly exceeding $110 per barrel. In Congress, a bill proposing emergency powers for the President to address the effects of the oil price surge remains pending. Senate President Vicente "Tito" Sotto III noted that the Senate is awaiting formal transmittal of the enrolled bill from the House of Representatives.
