In a significant move to support the local transport sector, the Bacolod City Government, in coordination with the Department of Social Welfare and Development (DSWD) Negros Island Region office, has initiated a comprehensive aid program targeting drivers affected by soaring fuel prices and the rising cost of living.
Fuel Subsidy Payout Details
The DSWD will commence the payout of a fuel subsidy or cash aid for qualified tricycle drivers on Wednesday, April 8, 2026. Mayor Greg Gasataya announced that at least 9,428 beneficiaries from various barangays in Bacolod City are set to receive this assistance.
Distribution Venues and Schedule
The distribution will be led by DSWD personnel at multiple identified locations to ensure accessibility. These include Bacolod City College, Bacolod City National High School in Barangay Taculing, SM City Bacolod, and Ayala Capitol Central Mall. Beneficiaries will be contacted directly by DSWD staff to inform them of their specific schedule and assigned venue.
To maintain order and efficiency, the payout will be conducted in alphabetical order, a strategy aimed at ensuring the smooth operation of tricycles across the city's barangays. The distribution period is scheduled to run from April 8 to April 10, 2026.
Eligibility and Requirements
Mayor Gasataya emphasized that the subsidy is inclusive, extending to all qualified tricycle operators regardless of their membership in drivers' associations. "Regardless of whether you are a member of a tricycle drivers' association or not, you will receive assistance," he stated.
Each beneficiary will receive P5,000. For verification purposes, drivers must bring their valid driver's license along with two photocopies when claiming their cash aid.
Rice Assistance Program
In addition to the fuel subsidy, the Bacolod City Government has launched a separate rice assistance initiative for qualified tricycle and public utility jeepney (PUJ) drivers. This program began on April 5, 2026, with rice packs being prepared and organized by city employees for distribution at jeepney terminals.
The City has allocated at least P1.9 million to support all public transport drivers, including those operating modernized and traditional jeepneys. Mayor Gasataya confirmed that all PUJ terminals have been checked to ensure comprehensive coverage.
Expanded Support for Transport Sector
The rice assistance will also encompass taxi drivers and Transport Network Vehicle Services (TNVS) operators, broadening the reach of the city's support efforts. Mayor Gasataya expressed optimism about the potential for additional payouts in the future, highlighting the ongoing challenges posed by economic pressures.
"I am hopeful for another payout to support the transport group amid soaring fuel prices and the rising cost of living," he remarked, underscoring the city's commitment to aiding its transport workforce during these difficult times.
