Currently, a draft of Bayanihan 3 has been prepared, but its contents are still being refined. The House leadership is committed to ensuring this measure serves as a sustainable, long-term solution rather than merely a temporary fix. Representative Quimbo emphasized that Congress aims to create an effective resolution to break the recurring cycle where increases in global petroleum product prices directly lead to higher oil costs in the local Philippine market, subsequently driving up prices of other essential goods.

To achieve this goal, the House leadership has convened 13 committees to thoroughly discuss and finalize the details of Bayanihan 3. Over the next two weeks, these committees will examine all factors influencing the oil crisis and its broader impact, with the objective of crafting appropriate legislation.
