Cebu City is launching a decisive initiative to combat reckless riders who transform public roads into hazardous zones. A new proposal introduced in the City Council advocates for a significant crackdown on illegal motorcycle modifications and dangerous "exhibition" driving that jeopardizes lives.

Putting the Brakes on Danger: Councilor's Resolution Targets Noise and Stunts

Councilor Paul Labra submitted the resolution following a surge of complaints from concerned residents. The measure specifically addresses two critical issues: excessively loud mufflers that disrupt community peace and perilous "stunt" driving that endangers pedestrians and other motorists.

According to the proposal, these illegal activities extend beyond mere noise pollution—they severely disrupt public order and erode traffic discipline throughout the city. Labra is urging the Cebu City Police (CCPO), the Cebu City Transportation Office (CCTO), and the Land Transportation Office (LTO) to collaborate intensively in apprehending violators.

The Viral 'Superman' Stunt That Sparked Urgent Action

The push for stricter regulations gained momentum after a shocking video circulated widely earlier this year. The footage captured a rider on the Transcentral Highway near Red Cliff performing a dangerous "Superman" pose while lying flat on a moving motorcycle.

The stunt escalated into a disaster when the rider attempted a sudden U-turn and collided with another motorcycle. Authorities have identified the bike's owner as Kyle Econas of Consolacion, but they are still verifying whether he was the individual operating the vehicle in the video.

Serious Consequences for Violators: License Suspensions and Revocations

The Land Transportation Office (LTO-7) is responding with stringent measures. They have already issued a "show cause" order and imposed a 90-day suspension on the driver’s license involved in the incident.

LTO-7 Officer-in-Charge Francisco “Franz” Ranches Jr. has recommended permanent revocation of the license, citing the rider’s "blatant disregard" for road safety as justification for the severe penalty. This underscores the agency's commitment to enforcing accountability.
