Cebu Councilor Raises Alarm Over Jeepney and CBRT Competition in Shared Lanes

Councilor Winston Pepito of Cebu City has voiced significant concerns regarding the potential for direct competition between public utility jeepneys (PUJs) and the Cebu Bus Rapid Transit (CBRT) system. This issue arises following the implementation of a "shared-lane arrangement" on major roads, which allows both types of vehicles to use the same lanes.

The situation was highlighted in a photograph taken at the CBRT station near Cebu Normal University on Thursday morning, March 19, 2026. The image, captured by Juan Carlo de Vela, shows public utility vehicles navigating the station area, illustrating the operational challenges.

Discipline and Safety Concerns in Mixed Traffic

In his statement, Pepito emphasized the need for strict discipline among jeepney drivers who are now sharing lanes with the CBRT. He specifically warned against overtaking other public vehicles merely to pick up passengers ahead of others. "Hopefully, jeepneys in the mixed lanes with CBRT will not overtake other public vehicles just to get passengers first. The concept of CBRT is to follow in sequence," Pepito stated.

He further explained that traffic enforcers have been deployed at CBRT stops to ensure the system is followed correctly. Their primary role is to monitor and enforce proper procedures, particularly regarding the loading and unloading of passengers, which should only occur at designated stations.

Potential Impact on CBRT Efficiency and Operations

Pepito pointed out that allowing jeepneys to share CBRT lanes could create direct competition with CBRT buses, especially the CIBUS units currently operating on the route. This competition might undermine the efficiency and reliability of the rapid transit system, which is designed to provide faster and more organized public transportation.

The councilor's remarks underscore broader issues in urban transport management, where integrating traditional modes like jeepneys with modern systems like the CBRT requires careful coordination.
