Commuters in Cebu are experiencing mounting frustration and financial strain as bus and jeepney fares continue to climb erratically, defying President Ferdinand Marcos Jr.'s explicit order to cancel planned fare increases issued on March 19, 2026. This ongoing situation has created a climate of uncertainty, with passengers questioning the reasons behind the inconsistent pricing and the forces driving these abrupt changes.
Student Voices Highlight the Impact of Sudden Fare Spikes
Lhor Vick, a student at Cebu Technological University, shared her astonishment at the recent adjustments. "I was really surprised," Vick explained. "My fare traveling to Toledo previously cost P60, but now it has jumped to P80—a significant P20 increase. Even jeepney fares have risen by a peso. While operators cite rising operating costs as the reason, the lack of clarity is troubling."
Vick noted that the fare changes are not standardized across different vehicles, adding to the confusion. "I recently took a Calvo bus, and although they displayed a tariff, the constant price fluctuations made it difficult to determine the exact cost. I sympathize with drivers needing to earn a living, but as a commuter, this inconsistency is very confusing," she stated.
Residents from Outlying Towns Feel the Pinch
The fare volatility is also affecting residents commuting from neighboring towns to Cebu City. Pilar Goopio, a resident of Barili, described her perplexing experience. "Last week, the regular Ceres bus fare from Barili to Cebu was 117 pesos. Today, it surged to 170 pesos. I was completely baffled—why are fares changing when the government had already canceled the increase?" Goopio questioned.
Goopio, who opts for regular buses over air-conditioned ones, emphasized the financial burden. "I was simply heading to purchase supplies, but I ended up paying much more this week than anticipated. It's frustrating because there doesn't seem to be any official tariff being enforced, leaving us at the mercy of arbitrary adjustments," she added.
Growing Concerns Over Budget Planning and Fairness
The inconsistency in fares is generating widespread worry among commuters about their daily travel expenses. Many passengers fear that without transparent guidelines, transport operators might continue to adjust fares arbitrarily, further straining those who depend on public transportation for work, education, and essential tasks.
"Commuters already face numerous expenses," Vick remarked. "When fares keep shifting unpredictably, it becomes challenging to plan a budget. This feels particularly unfair given the government's initial effort to prevent fare hikes."

As Cebu residents navigate this landscape of erratic fares, there is a rising demand for local authorities and transport agencies to implement and enforce uniform rates. Such measures are seen as crucial to shielding passengers from sudden and unexplained increases that exacerbate financial pressures.
