Cebu Governor Pamela Baricuatro has taken a decisive step to bolster the regulation and enforcement of quarry and mineral activities within the province. By signing Executive Order No. 23, she has officially established a specialized task force aimed at ensuring strict compliance with local ordinances and enhancing environmental protection measures.
Formation of the Cebu Provincial Minerals Task Force
Under the provisions of the executive order, the newly formed group will be known as the Cebu Provincial Minerals Task Force. Its primary mandate is to implement Provincial Ordinance No. 2024-02, which amends Ordinance No. 2008-10, also referred to as the Revenue Code of the Province of Cebu of 2008. This move is designed to address gaps in enforcement and promote sustainable resource management.
Key Responsibilities and Monitoring Efforts
The task force is authorized to conduct comprehensive monitoring of ports and quarry sites throughout Cebu. Its duties include preventing illegal extraction activities and strengthening environmental safeguards. This will be achieved through rigorous documentation processes, regular inspections, and enhanced inter-agency coordination to ensure a unified approach to regulation.
Leadership and Collaborative Framework
Governor Baricuatro will lead the task force, which includes representatives from the Provincial Environment and Natural Resources Officer (PENRO), various law enforcement agencies, port authorities, and national bodies such as the Mines and Geosciences Bureau, Philippine Coast Guard, Cebu Port Authority, and Philippine National Police. Additionally, local government units and partner stakeholders will participate to foster community involvement and support.
Scope of Operations and Enforcement Measures
The mandate of the task force extends to scrutinizing all quarry and mineral-related activities in Cebu, encompassing not only extraction but also transportation and disposal at designated checkpoints. Strict enforcement operations will be conducted to deter violations, with individuals caught facing appropriate penalties as outlined in the executive order.
All confiscated items must be properly documented and turned over to designated authorities, and may only be released upon the governor's approval. The task force is also tasked with enforcing existing provincial mining ordinances, ensuring compliance from all stakeholders, and submitting regular reports on its operational activities to maintain transparency and accountability.
