Cebu Leaders Warn Against Price Gouging and Urge Conservation Amid Global Tensions

In response to escalating global tensions, particularly in the Middle East, Cebu Governor Pamela Baricuatro and Cebu City Mayor Nestor Archival have taken decisive steps to shield residents from potential economic fallout. The officials have issued urgent warnings to prevent price manipulation and conserve public funds, emphasizing the need for vigilance and community cooperation during these uncertain times.

Governor Baricuatro Issues Stern Warning to Retailers

On Wednesday, March 4, 2026, Governor Pamela Baricuatro delivered a firm message to local businesses, cautioning them against exploiting the global crisis to overcharge consumers. Despite no current shortages of food or fuel in Cebu, reports have emerged of some retailers inflating rice prices beyond acceptable limits.

"Watch out because we are monitoring you," Baricuatro stated during a press briefing. "Please do not take advantage of the situation."

Provincial Assistant Administrator Aldwin Empaces confirmed that monitoring teams are actively conducting inspections across the region to identify and report any instances of price manipulation and abuse. The focus is on ensuring fair pricing practices, with the following rice price discrepancies noted:

  • Suggested Retail Price (SRP): P55 to P58 per kilogram.
  • Reported Highs: As much as P70 per kilogram in certain areas.

Cebu City Implements Heightened Economic Preparedness

While the provincial government monitors retail activities, Cebu City Mayor Nestor Archival has declared a state of heightened economic preparedness for the city. To mitigate the impact of fluctuating gas prices, he has mandated all city departments to reduce fuel consumption significantly.

Under the new regulations, government vehicles are now restricted to essential services only. Mayor Archival explained that this proactive measure is crucial to maintaining uninterrupted public services, such as emergency response, should fuel costs continue to rise.

Waste Disposal Crisis Exacerbated by Rising Costs

One of the city's most pressing concerns is the escalating cost of waste disposal. Following the tragic incident at the Binaliw landfill on January 8, which resulted in 36 fatalities, the city has been transporting its waste 60 kilometers away to Aloguinsan. This extended route is already costly, and rising fuel prices threaten to exacerbate the financial burden.

  • Current Annual Cost: P500 million.
  • Potential Cost: Up to P2 billion if fuel prices balloon.

To avert this potential financial disaster, Mayor Archival is urging residents to contribute by segregating trash, recycling, and composting at home. These efforts aim to reduce the volume of garbage requiring transportation, thereby lowering overall costs.

Building Resilience Through Community Action

Looking ahead, Mayor Archival is encouraging Cebuanos to adopt self-sufficient practices to bolster the city's economic resilience. He advocates for initiatives such as starting home gardens and conserving water and electricity, emphasizing that collective small changes can yield significant long-term benefits.

"Food security begins at home," the Mayor shared on social media, reminding residents that proactive measures today can help safeguard the community's future against economic uncertainties.
