In an interview on Monday, March 23, 2026, Elizar Sabinay Jr., executive assistant at the Provincial Planning and Development Office and Investment, emphasized that the program is specifically designed to tackle the persistent problem of service reliability, rather than focusing solely on fare affordability. "The objective is not to provide free service. No. But to ensure there is reliability in the service. Our problem with public transportation is not because it is expensive, but because it is uncertain. When you say uncertain, it means you are not sure if you can ride or not," Sabinay explained. The "Tabang Pambiyahe" program operates independently from the national "Libreng Sakay" initiative led by the Department of Transportation, which has allocated P20 million for Cebu but has not yet been received by the provincial government. Subsidy Structure and Operator Incentives

Under the "Tabang Pambiyahe" framework, transportation operators—not individual drivers—will receive subsidies based on the distance of their routes, currently set at P54 per kilometer. This rate may be adjusted depending on evolving circumstances and operational requirements. Sabinay added that these incentives are intended to guarantee continuous and dependable service, encouraging operators to maintain high standards of performance and reliability. The subsidy model is designed to foster a sustainable ecosystem for public transit.

Pilot Routes and Operational Details

The program will initially roll out on pilot routes that connect high-demand areas, such as from the Cebu South Bus Terminal to Simala in the south, and northern routes linking Metro Cebu to the Cebu IT Park. These selected corridors are strategically chosen to complement the Cebu Bus Rapid Transit system and enhance overall connectivity for passengers. Buses operating under this program will run daily from 4:00 AM to 12:00 midnight, with a targeted dispatch interval of every 15 minutes at designated stops, aiming to reduce wait times and improve efficiency.

Operators must adhere to rigorous performance standards, including prohibitions on standing passengers, limited boarding and alighting times, and the mandatory installation of GPS and CCTV systems. Unlike previous service contracting efforts managed by national agencies, the Cebu Provincial Government will directly implement and monitor the program, ensuring stricter enforcement and accountability. "This is the first time that the local government has involvement in transportation," Sabinay noted, advocating for local-level solutions to transportation issues.
