Davao City Transport Office Calls for Fuel Subsidy Applications
The Davao City Transport and Traffic Management Office (CTTMO) has officially urged all holders of valid Motorized Tricycle Operators Permits (MTOP) or franchises to promptly report to its office to avail of a crucial fuel subsidy. This initiative is designed to provide financial relief to drivers grappling with escalating fuel expenses, as announced by the City Government of Davao on March 31, 2026.
Submission Requirements and Process Details
In a public announcement made on March 30, 2026, the CTTMO specifically requested operators to report to the City Transport and Traffic Management Office-Motorized Vehicle Franchising and Regulatory Division (CTTMO-MVFRD). To complete the application process, operators must bring three photocopies of their valid MTOP or franchise, along with three photocopies of their driver's license that bear their specimen signatures. The office has emphasized that only one license is permitted per motorized tricycle unit, ensuring compliance with regulatory standards.
Legal Basis and Program Scope
This directive is firmly aligned with the Department of Social Welfare and Development (DSWD) Memorandum Circular No. 07, Series of 2026, which allocates P5,000 in financial assistance to drivers severely impacted by the surge in fuel costs. As of December 2025, Davao City documented 991 valid MTOPs, despite having 1,062 operational tricycle units, highlighting the need for targeted support.
Under the Assistance to Individuals in Crisis Situations (AICS) program, the DSWD will prioritize tricycle drivers for aid, followed by drivers of jeepneys, taxis, UV Express vehicles, transport network vehicle services (TNVS) including motorcycle taxis and delivery riders, and buses. The program's primary objective is to address the urgent financial needs of drivers and their families during this challenging period.
Regional Coordination and Implementation Timeline
Earlier statements from DSWD-Davao Regional Director Rhuelo D. Aradanas indicated that the distribution of financial aid in the region will commence after Holy Week. The agency has actively coordinated with key stakeholders, including the Land Transportation Franchising and Regulatory Board-Davao Region (LTFRB-Davao), the Department of Transportation (DOTr), the Land Transportation Office (LTO), and various local government units, to finalize the list of eligible beneficiaries.
The rollout of this financial assistance began on March 17 in the National Capital Region (NCR) and is scheduled to expand to other regions in the coming weeks, ensuring broader coverage across the country.
