DILG Secretary Jonvic Remulla Orders Nationwide Crackdown on Public Nuisance Violations

In a decisive move to enhance public safety across the Philippines, Interior and Local Government Secretary Jonvic Remulla has issued a stern directive to the Philippine National Police (PNP). The order mandates the immediate arrest of individuals engaging in street drinking, operating karaoke machines beyond permitted hours, appearing topless in public spaces, and violating established curfew ordinances.

Safer Cities Initiative Launched to Combat Crime and Harassment

During a press conference held on Monday, April 6, 2026, Secretary Remulla officially unveiled the Safer Cities Initiative, a comprehensive program designed to transform urban environments into more secure and orderly communities. "Just to be clear, we have an Anti-Public Intoxication Act. Drinking in the streets is no longer allowed, and setting up chairs and tables on the streets to drink is also prohibited," Remulla emphasized. He further explained that such activities are primary catalysts for public disturbances, stating, "That's where most incidents come from—first, fights, and second, sexual harassment."

Strict Dress Code and Curfew Enforcement for Minors

The initiative also introduces a rigorous dress code for public areas. "Men are no longer allowed to walk around the streets without a shirt. That is no longer permitted—it's an act of civility to dress properly while in public," Remulla declared. He advised that even during extreme heat, individuals should at minimum wear sleeveless shirts to comply with the new regulations.

Additionally, the crackdown includes the stringent enforcement of curfew laws for minors aged 18 and below, alongside restrictions on karaoke sessions. Most local government units currently enforce a curfew from 10 p.m. to 4 a.m. for minors, with karaoke activities permitted only until 10 p.m.

Nationwide Rollout and Enhanced Police Presence

Remulla clarified that the Safer Cities Initiative is not confined to Metro Manila alone. "This is not just for Metro Manila. It is being piloted there this month, and next will be Cebu City, Baguio, Bacolod, and Davao City—all of these places. We will make the Philippines safer," he announced. The program aims to systematically expand across key urban centers to ensure nationwide impact.

To support these efforts, the PNP will deploy additional police personnel to streets, with a focus on vital installations and high-traffic areas to enable rapid response to criminal activities. "All schools in Metro Manila, all public schools, will have a police presence during school hours. We will make students feel safe. We will make parents feel safe—that is the job of the police, and that is the job of the barangay," Remulla affirmed.

Targeted Patrols in Entertainment Districts and Strong Warning to Violators

The initiative will involve intensified patrolling in popular party districts within Metro Manila, including areas in Manila, Quezon City, Bonifacio Global City (BGC), and Makati. Remulla issued a blunt warning to potential violators: "To those who act tough when they're drunk, don't show off anymore, because we will arrest you. Many people only act brave when they've had alcohol, right? So stop that. If you get into fights in clubs or in the streets, we will put you in jail."

He added a personal note, acknowledging past indiscretions but stressing zero tolerance for current offenders: "I admit that when I was young, I did some foolish things but I didn't end up in jail, but those of you causing trouble now, stop it. No more getting drunk in the streets and looking for fights."

To formalize the initiative, Remulla will issue a memorandum directing all local government units to enact supporting ordinances. The overarching goal of the Safer Cities Initiative is to significantly reduce crime rates and foster a culture of public decorum and safety throughout the Philippines.
