DILG Secretary Remulla Proposes Dissolution of Sangguniang Kabataan
In a significant statement, Department of the Interior and Local Government (DILG) Secretary Juanito Victor "Jonvic" Remulla has revealed that, given the opportunity, he would move to abolish the Sangguniang Kabataan (SK) in local governments across the Philippines. This proposal comes amid growing concerns over the functionality and effectiveness of these youth councils.
High Attrition Rates and Inefficiencies
Secretary Remulla explained that out of more than 42,000 barangays in the country, each with its own village council, nearly 50% of SK units cease to operate effectively within their first year. The primary reasons for this include members becoming preoccupied with their studies, others getting married, and some relocating to different areas. He emphasized that after two years following election to the SK, only a few active members remain in each council, highlighting an alarmingly high attrition rate, particularly in provincial regions.
Alternative Strategies for Youth Empowerment
While advocating for the potential dissolution of the Sangguniang Kabataan, Remulla also suggested that if abolition is not feasible, the system should undergo a comprehensive revision. He proposed developing new strategies to strengthen youth empowerment nationwide, aiming to create more sustainable and impactful mechanisms for engaging young Filipinos in local governance and community development.
