The Department of Social Welfare and Development (DSWD) Field Office 7 has officially commenced the posting of potential beneficiary lists for the Pantawid Pamilyang Pilipino Program (4Ps) across various cities and municipalities in the provinces of Bohol and Cebu. This initiative marks a significant step in expanding social welfare support to vulnerable households in the region.
Transparent and Accessible Information Dissemination
In Pres. Carlos P. Garcia, Bohol, a municipal link for the 4Ps program has affixed the beneficiary list to the barangay hall to ensure that all affected households can easily view and access the information. The lists are being placed in clear and highly visible locations, such as barangay halls and other public areas, to promote transparency and facilitate information retrieval for families.
Accompanying the list is a notice detailing the registration process steps, required documents, schedules, and designated registration venues. As the activity progresses, DSWD field staff, particularly the 4Ps City and Municipal Links, are coordinating closely with Local Government Units (LGUs) and barangay officials to ensure smooth information dissemination and implementation of the registration process.
Commitment to Organized and Supported Registration
According to DSWD 7 Regional Director Shalaine Marie Lucero, the registration process is designed to be transparent, organized, and well-supported. The agency is collaborating with local governments to ensure that qualified families are appropriately assessed and assisted. This initiative aligns with Republic Act No. 11315, the Community-Based Monitoring System (CBMS) Act, which utilizes CBMS as the Standardized Targeting System for selecting 4Ps beneficiaries.
Families identified as "poor" or "near-poor" in the CBMS database may qualify for the 4Ps program if they meet socio-demographic requirements. This includes households with pregnant members, children under 18 years old, or those facing various conditions of hardship.
Priority Groups and Required Documentation
Priority will be given to families with multiple children, those with young dependents requiring ongoing health and nutrition support, and members of vulnerable sectors such as solo parents, persons with disabilities (PWDs), Indigenous Peoples (IPs), senior citizens serving as primary caregivers, and residents of geographically isolated and disadvantaged areas (GIDAs).
Families officially identified through CBMS are encouraged to prepare the following documents for validation and registration: birth certificates of children, valid IDs of parents or guardians (e.g., PhilSys ID, UMID, Driver's License, Voter's ID, or any government-issued ID), marriage certificate (if applicable), school ID or Certificate of Enrollment for school-aged children, Solo Parent ID / PWD ID or other proof of status (if applicable), and Affidavit of Guardianship or legal proof of caregiving if the caregiver is not a biological parent. This preparation aims to streamline and expedite the information validation process.
Additionally, in accordance with 4Ps policy, all household members must be registered with the Philippine Identification System (PhilSys) prior to registration. The DSWD urges all listed households and the public to review the posted information and adhere to registration requirements, demonstrating the agency's ongoing efforts to provide adequate assistance to those most in need in society.
Pre-Registration Orientation in San Fernando, Cebu
In San Fernando, Cebu, before posting the list on the barangay bulletin board, the municipal link conducted an orientation for barangay staff to ensure accurate delivery of registration information to qualified families. This proactive approach underscores the commitment to effective community engagement and support.
