The Department of Social Welfare and Development (DSWD) is taking a significant step toward modernizing its aid distribution by announcing a Virtual Financial Service Providers (FSP) Summit scheduled for Wednesday. This initiative aims to shift the second tranche of cash relief assistance for public utility vehicle (PUV) drivers from manual to digital disbursement methods.

Transitioning from Manual to Digital Payouts

In a recent social media post on X, DSWD Secretary Rex Gatchalian detailed the reasoning behind this strategic move. He explained that the initial round of payouts was conducted manually to ensure thorough verification and validation of drivers, particularly since the beneficiary lists originated from external sources beyond the DSWD. "It's like the 'know your customer' phase of banks when opening bank accounts," Gatchalian noted.

For subsequent distributions, the agency plans to implement digital payouts specifically for PUV drivers who possess e-wallets. This includes transport network vehicle service (TNVS) drivers, motorcycle taxi operators, and delivery service personnel. The DSWD has extended an invitation to all e-money issuers, mobile wallet operations, and financial technology providers to participate in the upcoming virtual conference.

Building on Lessons from Initial Rollout

This digital transition builds upon insights gained from the first rollout of the Cash Relief Assistance (CRA) under the DSWD's Assistance to Individuals in Crisis Situations (AICS) program. The effort reflects the agency's ongoing commitment to refining service delivery mechanisms for individuals impacted by escalating fuel costs, a consequence of the ongoing geopolitical tensions in the Middle East.

Assistant Secretary Johannes Paulus Acuña, who serves as the DSWD's Chief Information Officer, emphasized the benefits of adopting digital systems. He highlighted that this shift will help reduce administrative and operational expenses while offering more accessible and convenient channels for driver-beneficiaries to access their funds.

"Magbibigay-daan po ito sa mas accessible at efficient na financial payments, kung saan mas maraming benefisyaryo ang mabilis na masiserbisyuhan at mababawasan din ang mga administrative costs sa manual distribution," Acuña stated in a separate announcement. This translates to enabling more accessible and efficient financial payments, where a greater number of beneficiaries can be served promptly, and operational costs associated with manual distribution are minimized.

Alignment with Government Policies and Safeguards

The initiative is also aligned with existing government policies, including Republic Act Nos. 12254 (E-Governance Act) and 11032 (Ease of Doing Business Act), as well as Commission on Audit Circular 2021-014, which governs the use of electronic payment systems in government transactions.

Acuña assured that while exploring digital disbursement, the DSWD will maintain robust safeguards and verification mechanisms to ensure that financial assistance reaches the intended beneficiaries accurately and securely.

Future Steps and Accreditation Process

The DSWD is currently in the process of accrediting financial service providers capable of supporting digital fund disbursement. This accreditation will facilitate real-time, account-based transfers to beneficiaries through e-money or mobile wallet platforms, making the assistance more readily accessible.

The planned Virtual FSP Summit represents a pivotal milestone in the DSWD's journey toward digital disbursement, underscoring its dedication to delivering timely, secure, and efficient financial aid to affected sectors.
