The Department of Social Welfare and Development Field Office VI (DSWD FO VI) has officially raised its alert status to Blue and announced adjusted operational schedules for the upcoming Holy Week observance from April 1 to April 7, 2026, across Western Visayas. This strategic move ensures the agency maintains optimal readiness during Semana Santa while continuing essential services for vulnerable communities.
Office Closures and Modified Operations
According to the agency's advisory, DSWD FO VI offices will implement temporary closures on April 2 (Maundy Thursday) and April 3 (Good Friday) in recognition of the religious holiday. On April 1, most personnel will transition to work-from-home arrangements, with critical exceptions for essential units that must remain operational.
Regional Director Joselito Estember emphasized that "DSWD 6 ensures it will remain on standby and heighten preparedness throughout the Holy Week period." The following units will continue providing uninterrupted services:
- Crisis Intervention Section (CIS)
- Social Welfare and Development (SWAD) teams
- Satellite offices across the region
These essential teams will maintain delivery of Assistance to Individuals in Crisis Situation (AICS) programs. The agency's Disaster Response Team will remain on full standby to address any emergencies or disasters that may arise during the holiday period. Regular office operations are scheduled to resume on April 6, 2026.
Elevated Emergency Response Protocols
Following a memorandum issued by Regional Director Estember, the Regional Emergency Operations Center (REOC) alert level has been elevated from White to Blue. This directive aligns with Regional Disaster Risk Reduction and Management Council (RDRRMC) VI Memorandum No. 28, series of 2026, which places the Regional Disaster Risk Reduction and Management Operations Center (RDRRMOC) under Blue Alert status from March 31 to April 7, 2026.
The comprehensive preparedness plan includes several critical components:
- All Quick Response Teams (QRTs) at regional, provincial, city, and municipal levels must maintain vigilant monitoring of their respective areas
- Enhanced coordination with Local Social Welfare and Development Offices (LSWDOs) and Local Disaster Risk Reduction and Management Offices (LDRRMOs) to ensure efficient disaster response and information dissemination
- Provincial Action Team (PAT) leaders must ensure all QRT members remain on-call and prepared for immediate deployment or augmentation as needed by local government units or affected communities
Documentation and Monitoring Requirements
The memorandum further establishes strict reporting protocols to maintain situational awareness throughout the holiday period. All incident-related data, including initial assessment reports and Disaster Response Operations Monitoring and Information Center (DROMIC) documentation, must be submitted to the Disaster Response Information Management Section (DRIMS) for proper monitoring and archival purposes.
DSWD FO VI explained these comprehensive measures represent part of the agency's ongoing commitment to community safeguarding during periods of increased risk. The Holy Week typically sees elevated travel volumes and public gatherings throughout Western Visayas, potentially heightening vulnerability to emergencies and disasters.
