The Land Transportation Franchising and Regulatory Board (LTFRB) has taken decisive action against a taxi operator implicated in an overcharging scheme that targeted K-pop singer Soobin during his visit to Cebu in March 2026. In response to a viral video posted on the YouTube channel of the group Tomorrow X Together, LTFRB Chairman Vigor Mendoza II announced the issuance of a show cause order, demanding the operator surrender the taxi's license plate and the driver's license involved.

Mendoza emphasized the gravity of the situation, stating that the incident tarnishes the country's reputation globally. He noted that the viral video serves as compelling evidence of violations, including overcharging and the deliberate non-use of the taxi meter, which breach LTFRB rules and the taxi's Certificate of Public Convenience terms.
Details of the Overcharging Incident
In the video, Soobin and a companion are seen negotiating a fare from Mactan-Cebu International Airport, initially agreeing to P500 after an estimated P300 rate. However, during the ride, the driver abruptly increased the fare to P1,000, citing high fuel prices. Despite attempts to negotiate, the driver persisted, but the passengers ultimately paid only the agreed P500 upon arrival.
Immediate Actions and Ongoing Process
The LTFRB has ordered the impounding of the taxi and the filing of criminal charges against both the driver and operator. While due process will be observed, the operator must provide a written explanation by April 21 to avoid franchise revocation. Initial investigations by LTFRB 7 identified the taxi with body number 4351, which has been suspended for 30 days.
