LTO 7 Calls for Video Evidence of Traffic Enforcer Abuse

In response to increasing reports of misconduct, the Land Transportation Office (LTO) 7 has publicly urged citizens to videotape traffic enforcers displaying arrogance during their operations. Wendel Calinao Dinglasan, the regional director of LTO 7, called on the public to document any improper behavior during enforcement activities, assuring that complaints will be acted upon if supported by solid evidence.

Public Encouraged to Capture Evidence

"I advise the public to document and take videos," stated Dinglasan, emphasizing that recording enforcers is permissible as they perform public duties. This announcement comes amid numerous reports of enforcers exhibiting arrogance and aggression on the roads. Dinglasan highlighted instances where drivers were directly shouted at or asked for licenses without valid justification.

Proper Conduct and Accountability

He explained that the correct approach involves asking politely and verifying documents, with no room for arrogance. "Power is fleeting, it is given by the government and must be exercised properly," Dinglasan noted. He assured that anyone reported and found guilty will undergo due process, but warned that those proven abusive will be removed from service.

Addressing Staff Shortages and Gender Diversity

Simultaneously, the LTO 7 chief acknowledged a personnel shortage, with 12 vacant enforcer positions in the region. To address this, he advocated for hiring more women, stating, "I hope to see more lady enforcers. Times have changed, being a woman does not mean you cannot handle work on the streets. In fact, some women have exceptional talent for this."

Balancing Enforcement with Compassion

Beyond discipline, Dinglasan stressed the need for balanced traffic law enforcement. "Compassion does not mean we stop apprehending violators, but enforcers should exercise proper discretion," he remarked. For him, the message is clear: law enforcement should not compromise respect for fellow individuals.
