The National Bureau of Investigation (NBI) has firmly stated that it will not allow its agency to be used for a "fishing expedition," while challenging former Representative Mike Defensor to file a formal complaint in court regarding corruption allegations from 18 individuals claiming to be former members of the Philippine Marine Corps. NBI Director Reveals Lack of Direct Evidence
In a recent interview, NBI Director Melvin Matibag disclosed that the complaining ex-soldiers themselves admitted in their statements that they had no personal or direct transactions with the officials they accused of accepting bribes. According to Matibag, they allegedly used only a conduit for these transactions, raising serious questions about the veracity of their claims.
Matibag emphasized that he would never allow the NBI to conduct a baseless investigation without solid evidence. He clarified that the agency cannot immediately summon the accused personalities without sufficient validation, as the burden of proof lies with the complainants. However, he acknowledged the NBI's obligation to investigate the entire issue through proper legal processes.
Defensor Insists on Investigation Despite Doubts
In response, Defensor insisted that the NBI and the Office of the Ombudsman should still investigate the allegations, despite doubts about the accusers' credibility. The former lawmaker admitted that he assisted the ex-soldiers but clarified that he had no involvement in the preparation of their sworn statements.
The controversy stems from accusations by the 18 individuals that they delivered bribes to high-ranking government officials. These allegations are linked to purported corruption in flood control projects, an impeachment case against Vice President Sara Duterte, and the International Criminal Court (ICC) case involving former President Rodrigo Duterte.
