For over three decades, the residents of Sitio National Housing Authority (NHA) and neighboring areas in the upland Barangay Busay of Cebu City endured life without a reliable water source. That long chapter of hardship has now officially closed, as the community finally receives a steady water supply from the Metropolitan Cebu Water District (MCWD).
A Milestone Three Decades in the Making
The successful completion of this vital infrastructure project marks the end of a 30-year struggle for basic water access. The initiative officially commenced with a groundbreaking ceremony in September 2025, attended by Cebu City Mayor Nestor Archival and MCWD officials led by General Manager Edgar Donoso. This event symbolized the city government's commitment to improving fundamental services for its mountain barangays.
On Tuesday, December 23, 2025, Mayor Archival personally inspected the newly installed MCWD stub-out connections, which are now actively serving the community. His visit, documented in a post by Cebu City News, confirmed the operational status of the long-awaited project.
Project Scope and Immediate Impact
According to the MCWD, the initial phase has seen the installation of approximately 12 stub-outs in Sitio NHA and surrounding areas. This infrastructure is currently providing water service to no fewer than 240 residents in the upland community.
The project's benefits are set to expand further. An additional six stub-outs are scheduled for installation in January 2026. This next phase is expected to extend the water service to an extra 120 residents, including families living in a nearby relocation site.
Community Relief and Government Fulfillment
The arrival of running water has been met with an overwhelming sense of relief and gratitude from the community. After 30 years of anticipation and coping with water scarcity, residents can now access a dependable supply directly from the MCWD network.
This achievement underscores a significant step forward in the local government's mission to deliver essential utilities to all its constituents, regardless of location. The collaboration between the Cebu City government under Mayor Archival and the MCWD has directly addressed a critical need, transforming the quality of life for hundreds of families in Barangay Busay and setting a precedent for future service expansions in other underserved areas.
