According to Capitol Health Consultant Elisse Nicole Catalan, meeting these standards goes beyond mere regulatory compliance.
"DOH standards ensure that clinical laboratories have the appropriate number of qualified personnel to cover all shifts in 24 hours," Catalan emphasized during an interview on Monday, February 9, 2026. "Meeting these requirements means hospital staffing, skills, and deployment are aligned with national regulations for quality and safety."
Classification of Clinical Laboratories
Catalan explained that DOH licensing standards categorize clinical laboratories into three distinct levels:
- Primary laboratories offering basic testing services
- Secondary laboratories with expanded capabilities
- Tertiary laboratories providing advanced diagnostic testing
Higher-level facilities require more sophisticated testing capacity and a greater number of qualified personnel to maintain operational excellence.
The Critical Importance of Proper Staffing
According to Catalan, adequate staffing serves multiple essential functions in healthcare delivery:
- Enables faster and more reliable test results for patients
- Ensures uninterrupted service availability during emergencies or disasters
- Serves as a prerequisite for valid DOH operating licenses
- Facilitates Philhealth accreditation for hospitals
"When a hospital meets DOH staffing requirements, there is assurance of quality and safety, especially for laboratory services, since work can be performed reliably, accurately, and within DOH regulatory standards," Catalan stated.
Current Compliance Status Across Cebu Hospitals
While most facilities have successfully transitioned to 24/7 operations, Daanbantayan District Hospital remains the only facility operating on an eight-hour daily schedule. This hospital continues to work toward completing its medical technologist staffing requirements.
The province's healthcare infrastructure includes:
- Four provincial hospitals that have met staffing requirements
- Two island hospitals now operating with full compliance
- Multiple district hospitals maintaining 24-hour laboratory services
All Capitol-run district hospitals have achieved compliance except Daanbantayan District Hospital, which currently employs four medical technologists but meets the required number of laboratory aides.
DOH Staffing Requirements by Hospital Type
The Department of Health has established specific staffing quotas to ensure 24-hour operational viability:
- Provincial hospitals: 19 medical technologists and 5 laboratory aides
- Island hospitals: 9 medical technologists and 3 laboratory aides
- District hospitals: 5 medical technologists and 3 laboratory aides
Ongoing Recruitment and Future Goals
While 15 facilities currently operate with 24-hour laboratory services, some continue working toward the "ideal" staffing numbers defined by DOH standards. Despite minor staffing gaps in certain district hospitals, the Provincial Health Office confirms that all 15 compliant facilities maintain sufficient personnel to sustain safe around-the-clock operations.
Recruitment efforts remain active for Daanbantayan District Hospital, with the ultimate goal of bringing the entire province to full 24/7 coverage.
