The Department of Education (DepEd) has enthusiastically welcomed the inauguration of the National Artificial Intelligence Center for Research and Innovation (NAICRI), spearheaded by the Department of Science and Technology (DOST). This landmark initiative aligns with President Ferdinand R. Marcos Jr.'s directive to fortify the Philippines' long-term artificial intelligence ecosystem and ensure the responsible adoption of AI technologies within basic education.
A Strategic Move for National AI Development
As a pivotal component in executing the National Artificial Intelligence Strategy for the Philippines (NAIS-PH), NAICRI will function as an institutional platform dedicated to expanding AI research, enhancing shared computing infrastructure, and translating innovations across priority sectors. For DepEd, the establishment of NAICRI is poised to bolster ongoing reforms in workforce development, digital infrastructure, and responsible governance, setting a robust foundation for educational advancement.
Education Secretary's Vision for AI Integration
Education Secretary Sonny Angara emphasized that DepEd's goal is to equip students for the future while guaranteeing that AI is utilized safely, fairly, and responsibly. "Education must be both protected and future-ready," Secretary Angara stated. "We will harness AI to close learning gaps, strengthen governance, and empower teachers—but always with safeguards, transparency, and human oversight."
Even prior to NAICRI's launch, DepEd has been actively promoting AI integration through three core pillars: AI in Education, Education on AI, and AI for Education Systems. These pillars are centered on learner protection and human-centered innovation, ensuring that technological advancements serve educational needs effectively.
Key AI-Driven Initiatives by DepEd
DepEd has implemented several AI-driven projects to enhance operational efficiency and data-driven decision-making:
- Project TALINO – A digital mapping system that provides real-time insights into school requirements, strengthening data-informed planning and fostering private sector engagement.
- Project DUNONG – An automation system for the National Qualifying Examination for School Heads, designed to improve efficiency and accuracy in selecting educational leaders.
- Project SALIKSEEK – A generative AI-powered quick-response tool that enables DepEd staff to access structured education data within seconds, streamlining administrative processes.
Establishing Ethical Guardrails for AI Use
To ensure clear and ethical guidelines, DepEd has released the Foundational Guidelines on the Integration of Artificial Intelligence in Basic Education. This policy establishes a national framework for ethical, inclusive, and risk-proportionate AI use in schools, implementing a risk-based classification system aligned with global standards.
The guidelines explicitly prohibit high-risk applications, such as social scoring, manipulative chatbots for minors, and biometric emotion recognition. Additionally, they mandate Privacy Impact Assessments (PIAs), the creation of a DepEd AI Registry, and strict adherence to data privacy and child protection laws before any AI deployment.
The Role of NAICRI in Shaping Future Generations
With NAICRI now serving as the Philippines' institutional AI hub, DepEd reaffirms that basic education plays a crucial role in cultivating an AI-ready generation. This includes nurturing critical thinkers, ethical users, and future innovators who can leverage technology for societal benefit. The collaboration between DepEd and DOST through NAICRI underscores a commitment to sustainable development and technological progress in the educational landscape.
