In a significant operation, a 46-year-old member of the LGBTQ community was apprehended for involvement in online sexual exploitation in Lapu-Lapu City, Philippines. The arrest occurred at approximately 11:00 PM on Tuesday, March 31, 2026, in one of the city's barangays, leading to the rescue of a 14-year-old boy who was reportedly residing with the suspect.

Coordinated Law Enforcement Effort

The Women and Children Protection Center (WCPC) Visayas Field Unit, under the leadership of Police Lieutenant Colonel Janette Rafter, collaborated with the Regional Anti-Cybercrime Unit (RACU) 7 to execute a Warrant to Search, Seize and Examine Computer Data (WSSECD) against the suspect. During the search, authorities confiscated various gadgets from the suspect's residence, which were subsequently subjected to forensic examination by RACU 7.

Discovery of Exploitative Materials

Upon inspection of the seized devices, investigators uncovered Child Sexual Abuse or Exploitation Materials (CSAEM), including explicit images of young boys. It was revealed that the suspect had been selling these pictures online to clients. The images depicted minors, including the rescued 14-year-old, in nude poses, with the suspect allegedly instructing the children to undress for photography and video sessions conducted at the residence using a cellular phone.

Informant Leads to Breakthrough

The operation was initiated after the WCPC received intelligence from an international counterpart regarding the suspect's illicit activities. A validation process, supported by a Non-Government Organization, confirmed the accuracy of the information provided by an informant, prompting the swift law enforcement action.

Legal Charges and Official Statements

The suspect now faces charges under Republic Act 11930, which includes the Anti-Online Sexual Abuse or Exploitation of Children Act and the Anti-Child Sexual Abuse or Exploitation Material Act (CSAEM). Police Colonel Artemio Ricabo, head of RACU 7, emphasized his agency's commitment to protecting children from online exploitation, stating that they will continue to provide robust safeguards.

Police General Jose Melencio Nartatez Jr. commended the rapid apprehension of the suspect and the successful rescue of the minor. He urged parents to remain vigilant in monitoring their children's activities and to maintain open communication to prevent them from falling victim to malicious online elements. General Nartatez advised that any unusual behavior in children should be promptly investigated to facilitate early intervention and avoid cybercrime risks.
