Cebu Governor Signs EO on Healthcare for the Poor

Cebu Governor Pamela Baricuatro signed Executive Order (EO) 29, series of 2026, on Tuesday, May 19, adopting the Local Investment Plan for Health (LIPH) as the province's health system framework. The order prioritizes equitable health service delivery for vulnerable and marginalized sectors.

Focus on Vulnerable Sectors

The EO mandates focus on residents in Geographically Isolated and Disadvantaged Areas (GIDA), Indigenous Cultural Communities/Indigenous Peoples (ICC/IP), indigents, senior citizens, persons with disabilities (PWDs), women, and children.

LIPH as Medium-Term Plan

Under EO 29, the LIPH serves as a medium-term strategic and investment plan outlining health priorities, strategies, and funding requirements. The provincial government also adopted corresponding Annual Operational Plans (AOPs) to guide budgeting, programming, and implementation of local health interventions.
