This adjustment, announced in an advisory on Wednesday, April 22, 2026, took effect on April 16 and marks a sharp escalation from earlier rates.

Sharp Increase in Surcharge Levels

The new Level 19 surcharge represents a dramatic jump from Level 8 earlier this month and Level 4 prior to the escalation of tensions in the Middle East, which have driven fuel prices higher. According to the CAB, this hike is a direct response to the volatile global fuel market, impacting both domestic and international flights.

Detailed Cost Breakdown for Passengers

With the implementation of Level 19, domestic flight surcharges now range from P627 to P1,834, a substantial increase from the previous range of P253 to P787. For international flights, passengers will now pay between P2,070.77 and P15,397.15, up from the earlier P835.05 to P6,208.98. These surcharges are applied on top of base fares under current guidelines, allowing airlines to adjust ticket prices accordingly.

The CAB has emphasized that these higher rates are temporary and will remain in effect until fuel prices stabilize or regulatory changes occur. Under CAB Resolution 25, Series of 2022, airlines have the option to remove the fuel surcharge if jet fuel prices fall below P21 per liter. It is important to note that Level 20 represents the highest tier, with surcharges potentially reaching up to P1,993 for domestic flights and P16,232.44 for international routes.
