This directive, based on Labor Advisory 03-2026, aims to enhance workplace safety and ensure compliance with national labor standards.

Submission Requirements and Online Portal

According to DOLE, all construction projects must have an approved CSHP before starting work. Firms are required to submit their safety programs through the DOLE Online Compliance Portal at reports.dole.gov.ph prior to the initiation of any construction activity. The department emphasized that this submission process is completely free of charge, covering evaluation, processing, and concurrence without any fees.

Post-Submission Procedures and Responsibilities

Once DOLE confirms receipt of a complete CSHP via email, the applicant must print a copy of the program and display it prominently in a location accessible to all workers on the construction site. Additionally, the applicant is required to conduct mandatory orientation sessions to ensure all personnel understand the safety protocols outlined in the program.

Primary responsibility for preparing, submitting, and addressing any deficiencies in the CSHPs falls to the contractor, subcontractor, or property owner who directly administers residential or small commercial projects. These parties will receive all notifications, including acknowledgment of receipt, directly at their enrolled email addresses.
