Senator Pushes for Expanded Flexible Work to Address Rising Oil Prices

In response to escalating oil prices fueled by ongoing tensions in the Middle East, Senator Joel Villanueva has emphasized the importance of expanding work-from-home and other flexible work arrangements as a practical solution. Speaking on Thursday, Villanueva, who is the principal author and sponsor of Republic Act 11165, known as the Work-From-Home Law, highlighted how this legislation can be leveraged to reduce commuting demand and fuel consumption.

Utilizing Existing Legal Mechanisms

Villanueva stated, "At a time when oil prices are rising due to conflicts in other parts of the world, we should use the mechanisms already provided by law to help workers." Enacted in 2018, the Work-From-Home Law institutionalized remote work arrangements in the private sector, enabling employees to perform their duties from alternative locations using telecommunications and digital technology.

Beyond Remote Work: Alternative Arrangements

Beyond traditional work-from-home setups, Villanueva noted that employers can adopt various alternative work arrangements to further alleviate commuting pressures. These include hybrid work models, compressed workweeks, staggered working hours, and flexible schedules. He explained, "The Work-from-Home law does not only benefit employees. It is also a practical step to reduce gasoline and diesel consumption, especially as prices are expected to rise due to tensions in the Middle East."

Encouraging flexible work arrangements offers multiple advantages, such as easing traffic congestion, lowering transportation costs for workers, and enhancing productivity. In the public sector, the Civil Service Commission has already taken steps to implement flexible work arrangements. Through Memorandum Circular No. 06 issued in June 2022, the CSC approved adaptable and responsive work schemes for civil servants, ensuring continuity during disruptive situations. This policy aligns with the private sector's efforts to promote flexibility and resilience in the workforce.
