Manila's LRT-1 Launches Inclusive Workforce Program for Persons with Disabilities

The Light Rail Manila Corporation (LRMC) has officially launched a groundbreaking workforce inclusivity program designed specifically for persons with disabilities (PWD). Announced on Wednesday, February 11, 2026, this initiative aims to integrate individuals with special needs into the operational framework of the Light Rail Transit Line 1 (LRT-1) in Manila.

Project PWD: Promoting Workforce Diversity

Dubbed "Project PWD: Promoting Workforce Diversity," the program will deploy PWDs as station service aides. These roles involve part-time employment, with aides working four hours daily for a period of less than five months. The primary objectives are to provide gainful employment opportunities for PWDs and to boost the operational efficiency of the LRT-1 system.

By empowering these individuals to serve as ambulant ticket sellers, LRMC is creating a platform where their unique skills can contribute directly to the community. This additional frontline support is expected to reduce ticket queues, allowing for faster and more comfortable commutes during peak hours.

Leadership and Collaboration

The rollout follows the signing of a memorandum of agreement between LRMC and the Manila City government. Key figures involved in the agreement include LRMC President and CEO Enrico Benipayo, Manila City Mayor Isko Moreno, and Manila Public Employment Service Office Acting Manager John Hiroshi Umeda, Jr.

In a statement, Benipayo emphasized that the program reflects LRMC's commitment to diversity and equal opportunities. "At LRMC, we are proud to lead the way in ensuring equal opportunities for all, regardless of their physical abilities. By integrating persons with special needs into our frontline operations, we are not only addressing operational bottlenecks but also fostering a culture of dignity and empowerment," he said.

Separate Incident Unrelated to Program

In unrelated news, LRMC reported that LRT-1 operations continued unaffected after an incident where a man jumped from the Fernando Poe Jr. Station platform into the street below at approximately 10:30 a.m. on the same day. The LRMC security and safety team, along with local authorities, responded immediately. The individual was pronounced dead on-site due to the impact of the fall. LRMC is fully cooperating with authorities in the ongoing investigation.

This tragic event is separate from the inclusivity program and does not impact its implementation or goals.
