MinDA Finalizes Major Housing Deal with Qatari Investor for Mindanao
In a significant move to boost development in Mindanao, the Mindanao Development Authority (MinDA) has successfully secured a commitment from Al Mansour Holdings of Qatar and the Department of Human Settlements and Urban Development (DHSUD) to construct 30,000 housing units across key growth centers in the region. This initiative, announced following a high-level meeting on March 25, 2026, at the Manila Peninsula Hotel, also involves the Pag-IBIG Fund and aims to enhance long-term stability and inclusive growth.
Project Details and Strategic Focus
The housing project will be concentrated in major Mindanao cities, including Cotabato, General Santos, and Cagayan de Oro, with a particular emphasis on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). According to MinDA Chairperson Secretary Leo Tereso A. Magno, this partnership aligns with national priorities and President Marcos' vision for inclusive growth, integrating housing with livelihood and peacebuilding efforts under the Human Development and Peace (HDP) Nexus framework.
The program extends beyond mere housing construction, encompassing comprehensive infrastructure such as roads, utilities, and community facilities to ensure sustainable livability. The first batch of units is scheduled for completion by December 2027, with equipment mobilization expected within six months to accelerate housing delivery nationwide.
