Cebu Provincial Government Launches Content Creators Council to Enhance Digital Engagement
The Cebu Provincial Government has officially formed a council dedicated to content creators, with the primary goal of strengthening tourism promotion and expanding the reach of information campaigns through digital platforms. This initiative, established via Executive Order (EO) 20, was signed by Governor Pamela Baricuatro on March 25, 2026, and marks a significant step in leveraging online communities for public outreach.
Establishment and Objectives of the Cebu Content Creators Council
EO 20 was officially calendared and approved during the regular session of the Provincial Board on April 6, 2026. The newly created Cebu Content Creators Council (C4) will serve as a mechanism to utilize digital storytellers and online communities in disseminating government programs, advisories, and development initiatives. The council's digital-first approach aims to:
- Promote tourism and investment opportunities in Cebu.
- Support micro, small, and medium enterprises (MSMEs) through enhanced visibility.
- Strengthen civic education on key areas such as health, disaster resilience, environmental protection, and public safety.
Additionally, the order seeks to professionalize government interactions with content creators by implementing a transparent, standards-based system that ensures compliance with procurement, auditing, and ethical requirements.
Council Leadership and Membership Structure
The council will be chaired by the governor or an appointed representative, with the focal head of Sugbo News serving as vice-chairperson. Key members include:
- Provincial Tourism Office Head Rowena Lu Montecillo.
- Provincial Information Office Head Ainjelliz Orong.
- The head of the Investments and Promotions Office.
- Acccredited new media practitioners selected from a pre-vetted pool.
To ensure credibility, a screening process will be conducted based on criteria such as residency in Cebu or Cebu-focused coverage, verified identity, publishing history, authenticity checks, and adherence to ethics and disclosure standards. Applicants must also have no record of fraud, harassment, or disinformation.
Benefits and Responsibilities for Accredited Creators
Accredited members may be invited to cover official Capitol events, subject to venue capacity, security protocols, and event classification. However, the order clarifies that this system does not replace or hinder traditional media, nor does it grant exclusive coverage rights for events. In addition to event access, accredited creators can receive capacity-building support, including training in:
- Fact-checking and crisis communication.
- Data privacy and development storytelling.
- Access to official briefings and content toolkits.
A Code of Conduct must be adopted within 30 days, requiring truthfulness, full disclosure of any government support, and prompt correction of errors. Members must also disclose any conflicts of interest, with violations potentially leading to suspension or revocation of accreditation.
Oversight and Implementation by Sugbo News
Sugbo News, serving as the council's secretariat, will manage accreditation, ensure document compliance, and provide quarterly updates along with an annual performance assessment. This structured approach aims to foster a collaborative environment between the government and digital creators, ultimately enhancing Cebu's digital presence and community engagement.
