On July 7, 2026, a Balay Silangan facility was inaugurated at Camp Lt. Gen. Manuel F. Cabal in Barangay Barretto, Olongapo City. The event included a Memorandum of Understanding (MOU) signing, formal inauguration, and orientation for the first batch of participants.
Purpose of the Facility
The city government stated that Balay Silangan is designed as a temporary shelter and rehabilitation center. Participants will receive guidance, counseling, values formation, and interventions to help them reintegrate into society as responsible citizens.
Partnerships and Support
Mayor Rolen C. Paulino Jr. emphasized that the local government strengthens its partnership with the Philippine Drug Enforcement Agency (PDEA), the Olongapo City Police Office (OCPO), and other agencies. According to Mayor Paulino, these collaborations aim to advance programs that provide individuals seeking reform with a second chance toward a better future.
