In a passionate appeal for collaboration, Cebu City Mayor Nestor Archival has called for genuine support and unity from the City Council, barangay officials, and environmental groups as the city grapples with a severe waste management crisis. Speaking at the Usapang Budget Forum on Friday, February 20, 2026, held at the DepEd Ecotech Center in Lahug, Mayor Archival emphasized the urgent need to shift focus from political investigations to practical solutions.

Urgent Plea for Cooperation Amidst Political Tensions

Mayor Archival stressed that Cebu City remains in a critical state, unable to withstand further political conflicts. "If you have suggestions, let's put them on the table. We are one," he stated during the interview, urging all stakeholders to work together harmoniously. He specifically encouraged barangay officials and council members to set aside differences and collaborate effectively to address the mounting waste problem.

Alarming Waste Statistics Highlight Management Challenges

According to Mayor Archival, Cebu City collects approximately 500 tons of waste daily, but currently, the city can only manage around 150 tons. The remaining 350 tons must be transported and processed elsewhere, posing significant logistical hurdles. The mayor identified key challenges, including:

  • A shortage of waste collection trucks
  • Inefficient scheduling and coordination issues
  • The long distances to disposal facilities

He pointed out that the root of the issue lies in planning and management deficiencies, which require immediate attention.

Budgetary Adequacy and Long-Term Solutions

Mayor Archival confirmed that the budget for waste collection, including emergency funds, remains sufficient. However, he highlighted that a sustainable solution depends heavily on reducing the overall volume of waste generated. To achieve this, he advocated for stricter enforcement of waste segregation at the barangay level. Proper separation of biodegradable and recyclable materials could significantly cut management costs.

Potential Savings from Improved Segregation

The mayor estimated that better waste segregation practices could reduce daily waste by up to 50 tons—comprising 20 tons from biodegradable waste and 15 to 25 tons from recyclable materials. With a tipping fee of P3,000 per ton, this reduction could translate to daily savings of P150,000. This financial incentive underscores the importance of community-wide efforts in waste reduction and proper disposal.

By fostering cooperation and implementing targeted strategies, Mayor Archival aims to steer Cebu City toward a more sustainable and efficient waste management system, mitigating the environmental and economic impacts of the current crisis.
