MCWD Backs P7-B Dam Project for Cebu Water Crisis

The Metro Cebu Water District (MCWD) has officially endorsed a P7-billion proposal by the Department of Public Works and Highways (DPWH) to construct seven dams across major rivers in Metro Cebu. The project is projected to deliver 400,000 cubic meters of water daily by 2036, addressing the region's chronic water shortage.

Multi-Purpose Infrastructure Plan

DPWH Regional Director Simon Arias and Governor Pamela Baricuatro unveiled the "4-in-1" program, which targets flood control, water supply, irrigation, and power generation. The seven rivers identified for dam construction are Mananga, Bulacao, Guadalupe, Butuanon, Cotcot, Danao, and Lusaran.

MCWD Chairman Ruben Almendras emphasized that the dams could provide water at lower rates, potentially reducing consumer costs. The project also includes environmental safeguards such as reforestation and regulation of sand and gravel extraction to maintain water quality.

Addressing Decades of Delay

Metro Cebu has faced water supply challenges since the 1990s, with previous projects like the Mananga Phase II dam stalled due to high costs and legal issues. Currently, 70 percent of the region's water comes from deep wells, leading to groundwater depletion and saltwater intrusion. The Buhisan Dam supplies only about five percent of demand.

The region experiences a "double trouble" weather cycle: severe flooding during typhoons and water shortages during dry spells. In 2025, Typhoon Tino caused 21 million cubic meters of stormwater to flood urban areas due to the lack of dams.

Timeline and Challenges

The project has a 10-year timeline. Feasibility studies are expected to be completed by 2026, requiring P1 billion per river system. Construction could begin in 2027, pending national government approval of the P7-billion budget. The relocation of informal settlers along the river systems is a prerequisite.

Governor Baricuatro has secured initial funds to help residents cope with climate-related challenges as the province prepares for the infrastructure overhaul. This decade-long roadmap aims to transform floodwaters into a resource, ensuring water security for future generations.
